Both Goku and Jiren did fly, which means they're disqualified. Frieza is the winner.

To be fair it was never said flying was a DQ. Simply that they have been prevented from doing so by force. GP made it to where you can't fly, its not against the rules and even if it was, zeno doesn't care about rules see Roshi using his mafuba jar or the potara use from u6
