The Time Rings are items which the Kaioshin use to travel to and from the Future to observe the development of alien civilizations. In theory, the same deities can also use them to gain foreknowledge on Future Events and Villains (e.g., Babidi, Majin Buu, Broly, Moro, Frieza) by studying history from a Future Era. This isn't exclusive to the Present Era Kaioshin but also applicable to the Past Era Kaioshin.
What if the Past/Present deities used the Time Rings to gather intelligence on a Villain thousands of years before they appear and develop a contingency plan? What if Grand Supreme Kai knew about Bibidi and Majin Buu in advance and had time to prepare? In terms of storytelling, it could allow for a temporal crossover: the Past Kaioshin travels to their Future to team-up with the Present Era deities.
What is the effect of foreknowledge on the flow of time? Is the Future fixed or can it be altered?

Yes.
I mean just look at what Zamasu was capable of doing with the power of the Time Ring.
The Time Rings are designed in a way as to not alter the flow of time, that's why the Gods use them. They are not altering the flow of time like they would with a Time Machine; thus is it not a type of time travel that is considered sinful, as it doesn't risk fracturing the Time-space Continuum.
So theoretically the Time Rings could be used every time a new villain shows up, to see for example if the new villain has a final form or power-up in store, or to see what the outcome of the battle might be.
And when you think about it, it was obvious that the erased universes would be restored at the end of the ToP because Planet Babari still existed 1000 years into the future, as Zamasu and Gowasu saw. Which means that U10 had to have been brought back after being erased. Which might explain why Gowasu accepted his erasure with dignity and without freaking out
