They have no names. Dragon Garow Lee made up a character based on the horned gang leader - with different kind of horns (internal part of the skull in comparison to keratin?) - whom he called "Cranbo". The character was mistaken for it's origin/inspiration and is listed as it by a mistake in the Dragon Ball wikia.
