DB Goku and DBS Goku doesn't look like the same character
For starters DB Goku that is written by Toriyama, he grows and learn things little by little. Even if he is slow at learning things like social behaviour, he still learns. He is fast at learning when it comes to training and fighting. He even learns how to meditated and why it is good.
DBS Goku in my opinion is a clown. Most of the time when he talks, it is something dumb. He does so many mistakes in battle and can't even understand why meditation is useful and good. When Vegeta explains about meditation, Goku is completely clueless.
Many things that Goku knew in the past, he doesn't know in DBS.
Toei did everything possible to make Goku into a awful character in DBS, including DBS Super Heroes.
Toriyama Goku is a great character.

As a kid, use to feel excited whenever DB/DBZ Goku is on screen. You knw somethin's up. Toriyama Goku is a great character.
As adult, can see why he was & still an iconic character. Toriyama crafted his character so delicately that if you take a look deeply he was responsible for major events takin place in Cell & Majin Arc despite barely bein there. While in Saiyan & Frieza Arc, he was this heroic final hero type guy whilst also hardly tied to main story. Then in DB you have Goku basically facin everyone while remainin fun esp RRA & Daimou Arc. Phenomenal

There's a good chance that Goku was joking around with Vegeta. That smirk at the end of Super Hero implies that Goku let Vegeta win.

Toyotaro knows the right balance when it comes writing Goku. They don't go overboard.
Toei they love going overboard in making Goku look bad.
Goku lost that match against Vegeta fair and square, Goku didn't let Vegeta win. Heck Goku was a clown in DBS Super Hero, they couldn't have Goku act like a smart warrior.

Goku hates the idea of Vegeta surpassing him in the anime, which is why Goku whines when Vegeta trains alone with Whis. Goku hates it when Vegeta doesn't let him know when he is going to Whis. I really doubt Goku would let Vegeta win.
Whis doesn't accept anyone breaking any rules. Remember when Goku and Vegeta broke the rules? They got punished with a heavy suit.
Edit in DB/DBZ Goku never whine when someone trains. He accepts it. Heck Goku didn't have any problem letting Vegeta use the ROSAT first. He didn't have any problem in Vegeta using the ROSAT a second time.

In DBZ, Goku lets Vegeta think he's doing better than he actualy did. They have a back and forth fight in the Buu arc all the while Goku has SSJ3 in his back pocket. It's not a huge leap to think he'd let Vegeta have one just so they could move on.
We don't know how it went as it was a side story. It was a throwaway sideplot with a conclusion that was a throwaway gag

In the Buu Saga Goku didn't hide SSJ3 to make Vegeta think he was close to Goku or doing better than he thought. Goku didn't hide SSJ3 to protect Vegeta feeling.
Goku reason was he only wanted to use SSJ3 as a emergency. He didn't know how much time he would on earth, if he used it and how exhausted he would be.
In the Cell Saga, Goku didn't care if it angered him, by telling Vegeta how much stronger he was compared to him.
In the battle against Kid Buu, Goku didn't care about Vegeta feeling.
