One of the rules around here is really to put something into your posts. Even though the title of the thread kind of fills the gaps in your post, Mike has asked many people who have done the exact same thing to say something meaningful in every post. As for your question: Yes, in GT nothing about ever getting Piccolo out of Hell was ever mentioned. The only thing close to that is when Goku promises Piccolo that he will find a way to repay him (quote from the last episode when Goku is saying good-bye to Piccolo in Hell).

And even that was just in the dub. In the Japanese version, Goku simply says he'll never, ever forget the kind of friend Piccolo was to him, then takes his leave. Which in my view, brought a better "full circle" feeling to their relationship through all three series. The fact that Piccolo must remain in Hell, as much as that sucks, leaves a better lasting impact than simply "dying" would IMO; he could've remained in Heaven, but chose to go to Hell for eternity to save both Goku and the world one last time, not having any regret for that. When it comes to Dragonball, everyone is screwed unless you are Kakarrot. Piccolo remains in hell, when a Kaiôshin could have easily pulled some strings or figured something out as they have done for Kakarrot on occasion. Vegeta does not get Super Saiyan 3 and he can only attain 4 through an elaborate unnecessary process. The Son family is minus Kakarrot once again which is not really strange since he is fond of abandoning them. The humans did not receive any closing development unless you count #18 finally saying that she loves Kuririn and Tenshinhan and Chiao-tzu having a lovely little house by a waterfall.
The Saiyans are very much like the Klingons and Jem'Hadar.

He had to do something in order to get out of there to help save earth. Even though Enma-Daiô has jurisdiction over where someone is assigned he could have let Piccolo out on leave just as he did with Vegeta during the Buu Saga. Yet then again, Buu was a bigger threat and at the most, Dr. Mu and Super #17 would have been a Freeza level threat to the universe but the whole system was screwed up anyway because of all the villains escaping from Hell. I wonder why Piccolo was in heaven instead of on Dai Kaiô-sama’s planet to begin with.
