The release's primary content is the the fifth theatrical Dragon Ball Z film, which is presented in its original 4:3 fullscreen production aspect ratio. The video stream is encoded as interlaced (480i), with black side borders of approximately 7 pixels on the left and 4 on the right.

The film was released both edited and uncut in an English-dub-only format on VHS, edited and dub-only on DVD, and then with four audio tracks on its uncut DVD:

  • 5.1 surround sound English dub (FUNimation/Texas-based cast) with a replacement musical score (music and songs by Mark Menza, Bruce Faulconer, and additional licensed tracks)
  • 2.0 stereo sound English dub (FUNimation/Texas-based cast) with a replacement musical score (music and songs by Mark Menza, Bruce Faulconer, and additional licensed tracks)
  • 1.0 mono (actually duplicated mono sound across a standard stereo signal) with Spanish/Mexican voices and original Japanese music (score by Shunsuke Kikuchi)
  • 1.0 mono (actually duplicated mono sound across a standard stereo signal) with original Japanese voices and music (score by Shunsuke Kikuchi)

Three subtitle tracks are included for the film on DVD:

  • An English-language closed captions / "dubtitle" track (transcription of the English dub)
  • An English-language subtitle track translating the original Japanese dialog (translation by Steven J. Simmons)
  • An English-language subtitle track translating the Spanish/Mexican dub; though this subtitle track is not separately indicated on the disc's menu, it exists as a third subtitle track that playback automatically switches to if the Spanish audio track is selected and subtitles are also selected

This 2003 release is notable for the spelling of "Broli" on its subtitle track corresponding to the original Japanese language. While Steven J. Simmons' translations were traditionally not beholden to name changes and spellings exclusive to FUNimation's English dub, said English reversioning's spelling of "Broly" was featured beginning with 2009 re-releases of the film.

The English dub as presented on this 2003 release serves as the basis for future re-releases from FUNimation, including a 2006 "Triple Threat" box set, a 2009 "Double Feature" steelbook release (on both DVD and Blu-ray, which includes the English dub with the original Japanese music as an optional audio track), as well as a limited theatrical run in 2018 (which solely featured the original Japanese music).

Multiple pamphlets are included inside the amaray case. One fold-out pamphlet promotes Dragon Ball Z: Taiketsu and various Dragon Ball Jakks Pacific action figures and VHS box sets on one side, while promoting FUNimation's release of Yu Yu Hakusho on the other. A larger fold-out pamphlet promotes products associated with the 2003 Teenage Mutant Ninja Turtles television series and other FoxBox (later 4Kids TV) television block series.

Three "Movie 8 Promo" cards in Score's series are included:

"Behind The Game" DVD bonus feature title screen

A creditless version of the film's opening theme ("CHA-LA HEAD-CHA-LA" in its original Japanese) is presented, albeit with the song "Eternal Sacrifice" by the band Tendril from the replacement soundtrack.

Brief, single-screen character profiles for Vegeta, Shamo, Son Goku (as just "Goku"), Trunks, Piccolo, Broli (as "Broly"), Paragus, and Son Gohan (as just "Gohan") are included.

The disc's primary bonus feature is a 21-minute video in its "Extras" section entitled "Behind The Game", cap ended by voice actor and director Christopher Sabat, interviewing the producers and designers behind the Nintendo Game Boy Advance video game Dragon Ball Z: The Legacy of Goku II at Webfoot Technologies. Interviewees include Dana Dominick (president), Murray Kraft (project lead), Mandy Paugh (character artist), Jim Grant (art designer), Andrew Meyers (art designer), Gerry Swanson (writer), and Paul Carmody (music and sound effects). Computer monitors on display throughout the bonus feature showcase software in use such as Adobe Photoshop (graphic editing), Impulse Tracker (multi-track digital sound tracker), Pro Motion (pixel graphic and animation), and even the VisualBoyAdvance emulation software.

Video trailers for Dragon Ball Z (specifically FUNimation's seven-tape "Fusion Saga" VHS release), the television series Blue Gender, Viz's Shonen Jump print magazine, and FUNimation's online "Z Store" are included.
