I don't think you even believe half of what you're typing. Yes, he wants to be at 100% stamina (synonym for power in several other cases), but he's only going to use a fraction of his power on Uub. Because... that makes sense. Oh, and he's also acting like the fight is going to be fun, even though he has indirectly stated that it's not. And he doesn't want to use this god-given power, even though he had zero problem using the other god-given power-ups. BoG & FnF don't have that important errors like other movies.Either FNF just didn't happen in the manga's continuity (which the plethora of continuity errors would indicate), or he somehow lost the god power-up, like Gohan somehow lost his Ultimate power-up (even though he has it at the EOZ).
As for Gohan's Ultimate state, the way his fights sound from the synopsis, it sounds like he just didn't get the chance to use the form, not that he had lost it (same for SS2). As for his eyes not being fully outlined, it's most likely a design error from Toriyama, since he did the same mistake in his BoG drawings of Gohan. But even if he really had lost it, nothing stops him from getting the power-up again during the 5 years between FnF & 28th TB arc.
You are taking the line way too literally. You're right. They have more. FNF in particular fits no better in the continuity than any of the other fourteen DBZ movies, and in some cases is a harder fit. Gohan not having his Ultimate form, Hell not being consistent with the manga's description of it, Freeza's absurd training gains, Freeza's knowledge of Buu and Beerus, Pilaf and co being young (a carry-over from BOG, where that shouldn't have happened), Piccolo having trouble with a Zarbon-tier Giant Red Bull Man, numerous alien invasions happening in what was supposed to be a peaceful period, the god power-up completely messing with the EOZ, etc.
Okay, now I KNOW you don't believe what you say. He didn't get a chance? What the hell? He's not even sure he can turn SS anymore! He has absolutely zero reason to use SS over Ultimate if he has it. Which he doesn't.
