Is there anyway to record video game footage without having to buy anything that's like 100 bucks?
*Notice: This is for a DBZ BT3 fan project (a remake of the story mode with anime cutscenes and way more battles) called Dragon Legends*

That's one of those made up internet laws that people use to justify things they do. "Legal" is a fluid term. In this case, the most important factor is the lack of prosecution: no one has ever been convicted for any crime related to video-game emulation.

There is actually a very simple way to record video game footage onto a VHS tape, but now that I think about it, you probably want to RECORD IT ON TO A COMPUTER, which you didn't make clear in your first post.
But anyway, If you hook a Video Game system through a Vcr, you can record the footage onto a tape, and then I guess you could capture the footage off the tape using some kind of capture card.

Like I said earlier... Go to newegg, and look for video capture devices. I got mine for less than $40.
