No, the point is.
Looking at a bootleg of a subpar master from a decade ago, and a bootleg of a modern master and going.
I SEE VAGUE DIFFERENCES, THIS IS COMPLETELY REDRAWN, is plain stupidity.
Especially when your comparison isn't even the SAME frame.
Perhaps comparing visual fidelity isn't your thing, but I'll go ahead and explain something here that might help explain one of the more basic rules.
If you are gonna compare shit, you use the best quality things you can grab.
A bootleg of a DVD that wasn't even really done properly in the first place, compared to a 1080i TV airring of a newer encode, downgraded to a lower resolution, then reencoded, is not how you do a quality 'double checked' comparison.
But I'll go ahead and ignore all that.
Just looking at your 'comparison', it's fucking obvious it's not redrawn, so yank the attitude, and go learn about this shit if you wanna argue it with people, otherwise... go... away.
PS- and just to clarify, yes it does fucking matter where screencaps are from to compare stuff you dolt.

Was that scene redrawn or anything? Because I don't think Hujio was supposed to track down all the animation where Goku looks lousy.

Actually, in this case, it is. If you think some of the re-animated scenes stand out now, they would be even worse if they changed animation styles. Besides, the logistics would't work out too well for Toei. They've hired animators and artists to retrace scenes and replicate background art. There's no one really overseeing them right now because they're simply copying things. If they were to try to update scenes with better animation, then they'd have to hire animation and art supervisors, which I would assume costs much more than hiring simple animators. And Toei's not going to give artist license to these unsupervised animators who could easily screw something up. What they do is already changing the style, those redrawn frames are done digitally, and stand out with the older animation(which was done traditionally), those animators who retrace the frames, can add up a bit of touch ups here and there. There are many examples where they could add a tiny touch up to make the whole frame better, but no, they chose to just keep it screwed up like that. We are in America! We have right to watch fansub, for Dende's sake! Toei's in Japan. I don't care if they lose profit. All I care is to be able to watch Dragon Ball Kai online! Sure I will buy the products from Toei when I can. But are they releasing anything right now? No.
