Do we know if that will be the case again? Or will we be able to make a couple characters before we beat the story mode.

At the end of the movie, I'm pretty sure Goku literally points to his head and says something about him turning out different than Tullece because of the head bump.

They lay it on pretty thick that Tullece is what Goku would be like without it.

Well, I should add "... if it's not necessary." Gohan didn't need to kill the lackies in order to stop them. And there's no way anyone could argue that Cell didn't need to be killed. It's the same with Goku. He generally doesn't kill if he doesn't have to because he feels it's not necessary like ...
