The "4000" number for Nappa comes from the same source as 3500 number for Piccolo in the same battle.
When we compare the two battles, we can absolutely see how this cannot be true:

Messing around a little bit. How about "what if battle powers were introduced at the beginning of the story and didn't need large leaps to be overwhelming?" Let's assume that 1.3x stronger is enough to overwhelm an enemy, like Vegeta (24,000) did to Kewi (18,000)!

instead of the placement of Broly in the current heirarchy, I have a more interesting question in mind - where do the heeters crew stand in relation to old baddies (ginyu force and Namek Freeza), and approximately how strong was old Granolah (before wish)?

1) Lady Videl from the World Tournament Saga would have been comparable to Son Goku from when Son Goku would have met Lady Bulma for the very first time in Dragon Ball , so unless the Saibaman Lady Videl would have been fighting was in fact much weaker than Nappa's very own batch of Saibamen ...

IF an avg human is 5, then a saber-toothed tiger is ATLEAST 6, putting Krillin atleast at 7 (he one-shot a sabertoothed tiger), and a tailless goku wrecked him bad.

A normal grizzly bear shouldn't be below 6, likely 7, and a 20 ft super-agile bear bandit with fighting skills not below 10-15. Goku ...

Well not factoring in the "scouter numbers", here are my thoughts:
- Krillin is weaker than General Blue.
- Blue can effectively take out Goku, Krillin and Roshi at the same time.
- Tao Pai Pai casually and effortlessly kills blue WITH HIS TONGUE
- He pretty much kills Goku in 3 hits. Goku only ...

There are a lot of characters who could have been a lot better, but weren't.

1. Hit: He barely had enough screen-time. He had two inconclusive matches back-to-back against Goku, and instead of having a third thrilling encounter against him to finally decide the winner, or even a fight against Toppo ...

Jiren is stronger, almost without a doubt.

Broly fought Golden Freeza for like one hour if not more so, and Freeza was still conscious, still golden and still on his feet. In the end he was barely damaged. Before that, he gave Final form freeza a beatdown which made him smile.

I once did a thread back then where I listed top ten most important characters in each arc and ranked them in total. It was a while ago, but Goku, Vegeta, Gohan, Piccolo, Freeza, Bulma, Krillin were the top ranked characters. If I had to choose 5 only for the entire series, then it would go:
