I would have to say yes. Remember, Toriyama stated that since Goku and Vegeta have obtained God ki that they will likely never use SSJ2 or SSJ3 ever again due to the massive power boost that would enable them to defeat most threats with ease, not that they outright lost the forms as a whole.
