I would say no. He has Namekian cells, but that doesn't mean that he can perform Namekian fusion rituals. Just like he can't go Super Saiyan despite being comprised of Saiyan cells. Dr. Gero's intent was to create the perfect warrior that comes with an arsenal or peoples' signature techniques ...

I was referring to his Namekian "Fusion" technique. Which I would prefer in all honesty to call absorption over fusion.

Piccolo could absorb Namekians to gain a power boost.
However, because Cell is part Namekian can Piccolo absorb him?
