Like I've said before, I think the distinction is that Universe 7 has very few planets remaining with developed mortal species that specifically evolved on that homeworld.

There could be a lot more colonized worlds with mortal races that didn't evolve there which inflates how many inhabited planets ...

Actually, I think DBS has sorta dabbled a bit in the idea of not every ending antagonist being stronger than the last.

Hit wasn't as strong in raw power as Golden Freeza and got by via his powerful abilities, and Cell Max was evidently wasn't stronger than Broly in his incomplete state despite ...

I think there's a case to be made that Toriyama had some broad strokes ideas of Broly, Cell Max, Jiren, etc., occupying the same general realm of strength as Beerus and other Gods of Destruction, hence why they're all mentioned in the same breadth with DBS:SH and surrounding media.

The way I've always taken it is that Gogeta Blue is most definitely as strong as Beerus or stronger in raw power (based on Whis's comment and how it relates back to the RoF movie), with SSFP Broly potentially having the same power if he could wield it with the same level of skill and control ...

Personally, I've always preferred the notion that, while they've been getting stronger throughout DBS, they haven't been leaps and bounds stronger by several times.

SSB from the beginning of DBS is still mostly in-line with the current end of DBS in my eyes.

Another thing I forgot to mention is that Vegeta pre rage boost had better performance against Beerus than Gohan. Guy held his own for a few seconds and even dodged a few of Beerus's punches without immediately going lights-out. Gohan accomplishes jack shit and then gets oneshot.

I often see people downplay Piccolo's assessment of Gamma 1 and 2 because he can't sense God Ki.

But that's not really that much of an issue. For example, Goku correctly assessed how strong 17 was by fighting him and could tell he was holding back when he recruited him.

I think a good way of changing it up for the upcoming adaptation could be making it so that Goku isn't as strong as Super Saiyan God in his Super Saiyan form, but far closer than he was before to the extent that he could conceivably still give Beerus a good fight.

2-base theory never made sense to me, as it's essentially proposing that characters don't get to just be plain stronger or anything, nor rely on skill to make up a power difference.

The way I've always thought about it is that there are only 28 planets left remaining that are true homeworlds to mortal races, similar to Earth or Salad for the Humans and Saiyans, respectively.

So while there might be a lot of different aliens, only true sapient beings that count for Heaven and ...

I think we need to distinguish between "being stronger than Beerus" against "being able to beat him in a full fight".

I also think there's a point to be made that all these opponents that have reached this level of strength aren't necessarily leaps and bounds stronger than one another.

The big things that puts stopgaps into the "Fusions were always stronger than current god forms" are basic ideas: Goku and Vegeta are simply far stronger and have access to greater potential power now than they did before.

Goku could be strong physically without ki being a factor.
I feel like there must still exist differences in relative strengths between different species and races and so on, that doesn't exclusively come down to ki.

It could be a case where scouter-defined power levels aren't as relevant at such low levels compared to one's biology.

So as a Saiyan, Goku would've been far stronger through his natural physiology even if his Ki wasn't as high yet.
