In the 2nd use of UI, it was only stated that Goku had better movements not that raw strength has improved or anything alike. That's why he had trouble with his attacks in the second form unlike when he first used it.

While he's stated to have better movement, that doesn't mean he hasn't grown ...

Looking at the new character sheets for the upcoming movie in December, I'm absolutely blown away by this. Especially with the classic Super Saiyan that looks like it can flow back and forth in the wind unlike the blocky lego-look, of Super Saiyan hair from the likes of Tadayoshi Yamamuro.

Sigh. Toshio saying that Goku use SSB to motivate 17 directly contradicts Goku's own statement about not intending to use SSB. 17 pushed him to use it. This is basic logic, I don't see how this is even arguable. Stop discarding authorial intentions that doesn't suit your narrative.

Goku didn't even use Kaioken until the end of the fight, and pushing Goku to use Kaioken doesn't automatically imply base Toppo to be stronger than Super Saiyan Blue. As already established in the manga and the anime's tournament, he isn't that much more powerful.

Absolutely false. One of the scenario writers ranked Gohan as stronger than 17 at one point on his own Twitter account. Toppo manhandled both characters simultaneously, and the only real advantage 17 had that Gohan didn't was an entirely strategic one.

This idea that SSJ Goku currently is stronger than SSJG Goku from BOG doesn't hold any merit. We can just look at the movie that people claim was "retconned".

So according to the cards, Ultimate Gohan is not on the same level as Super Saiyan God Goku. Which means the Universe 6 Namekians wouldn't be either.
