I think that Kai was made after Toei started taking the dub seriously. Fun fact, even in 90’s anime that were pretty much Japan-only, some shows would have Engrish covers of their OP and ED songs done for their shows (probably as a joke or something) even without an international audience.

Unless Toei becomes as competent at material preservation as peer studios (Tsuburaya, Pierrot, Sunrise, Gainax, etc), you’re not getting the BA on an official release.
