I figure that, as Goku was apparently using some super high level of Kaio Ken while fighting Freeza, the durability increase was a part of how he withstood Freeza for so long before changing tactics and trying the Genki Dama. Yeah, Cell is kind of an idiot, but what do you expect? He's made out of Goku (dumbass), Vegeta (arrogant), and freakin' Freeza's (arrogant dumbass) cells. He was doomed from the start intellectually, even Piccolo's cells couldn't save him.
