For me, it's definitely not too soon for Ultra Instinct, especially the Omen version. Ultra Instinct was first hinted at in Resurrection F. Aside from the fact that Goku used Omen multiple times in the Tournament of Power, we've already gone an arc-and-a-half without Goku having any control over it....

"Super" ends with a Toriyama movie that takes place after the Moro arc. Maybe there are a couple more cycles of "Toriyama movie > Toyotaro arc > Toriyama movie", but I said boldest, dammit!

Again, Vegeta never showed remorse for his past actions, even during his suicide. DB characters just don't carry emotional baggage like that - Vegeta in particular.
