I don't think that qualifies. Beerus's motivation was to have a fight. I wish people would stop separating fights from story/plot. In DB's case, they aren't separate. Movie 1 is nowhere near the top of that list. Great animation and some of the best fights in the entire anime.

The sense I get is the worst is generally considered to be either DBZ movie 4 or 11, and I agree. Both are god awful.
