Where was this stated? I don't think the Saban dub would have been considered Canadian content since it only utilized a Canadian cast, some writers and a Vancouver-based recording studio, but otherwise it was wholly an American production.

They were all veteran peformers which helped a lot. I'm not sure if any performance was outright "bad" just a lot of miscast or goofy cartoon voices that didn't necessarily fit the character or didn't go well with the material. I think with a few recast and some actors being directed differently ...

That is naturally a subjective question because acting is an art, not a science, but what helped the Ocean cast was the fact they were not nobodies off the street.

Regarding YTV not having switched to the Westwood dub right away with episode 108, the assumption has always been because by the time the Westwood dub was even available, YTV had already aired a good portion of the Cell arc. It didn't really exist yet as a finished product until months later ...

This also doesn't fall into redub territory since it's more on the Toei side, but I'd rebuy Kai all over again if the Kikuchi score had the original Z placement of the music tracks, insert songs aside like Over the Star (which I feel were worthy additions).

If Funi were allowed to put out the Levels in 2011, then I see no reason Toei would block them using the broadcast audio now. It was, to quote you, so much better than what was out in Japan. It's just that this is video instead of audio.

Funi started releasing stuff in 1996, with it being bilingual starting in 1999.

Fan assumption means nothing. It's not even useful speculation in this case, as there's no sources to back up even the simple idea of Funi never being provided the NEPs.

By the way, I talked with someone inside AB group, he told me that all materials used into any release Has to be approved by Toei , without that, Funimation can't use any audios without Toei agreement , so it mean chris has to convince funimation, that need to convince Toei
