Goku always looks huge when his shirt is off. We're just not used to shirtless Super Saiyan 3 Goku.

The already horrible Broly looks worse.

As for Goku he does seem way more buff than before, but it's still pretty cool

It looks like Broly just got back from a vacation in Cancun or something. Way too dark for his character. And all those veins don't look that great.

Yeah their hips, legs, neck and arms are proportioned. :D
