It's okay. I like having more peaceful gaps in-between major conflict (Saiyaman is my favorite saga in the series), so some padding between Piccolo and Raditz was nice. But I don't love how they basically had to create another minor conflict as part of the filler. The obvious strength is the bonding between Goku and Chi-Chi as mentioned.

So in the manga, is Emperor Pilaf's final appearance when King Piccolo blows him off his ship? And since this filler never happened in the manga, and GT had no manga...that was Toriyama's final time writing Pilaf ever?

I always thought it was a bit strange Pilaf didn't get one last hurrah. Toei on the other hand seems to love Pilaf considering how much they bring him back.

I want to like this one. Some solid character moments and world-building. But holy hell is it boring, outside of the last episode, which makes for a decent ending.
