I think it was ambiguous in that regard, too. I never got the impression only Gohan could be SSJ2 at that point, only that he was the only one with enough latent power to do it *at that point in time*. I just saw it as a perfected form of SSJ1, with the other "in between forms" being faulty upgrades.

If you use a scale to explain the power difference, say between SSJ1 and SSJ2 there is a scale of 10. When you hit 10 you become an SSJ2, so I'll throw all those ultra/ascended forms on the scale, for ex, Vegeta's, and Trunks transformation's are about a 5 or 6, and if Gohan really didn't go SSJ2 but rather perfected SSJ1 then he would be a 9, as that would be considered SSJ2 if he went to 10 and beyond. That would be my way of making sense of it, and would explain his lightning aura, because he has perfected SSJ1, and is close to becoming SSJ2, which is why he has his lightning aura.
