I think yes if given perks like gravity room, zenkai boost, senzu beans,teachers, and a Hyperbolic Time Chamber they could pull it off.

Possibly, but unlikely not because they don't have the potential but because human beings Ki doesn't rise nearly to the extent that the Saiyans does. Goku's power shot up from 416 to well into the millions in a little over a year while Krillin training for several years and having his potential power unlocked likely wasn't even enough to handle Freeza's first form. If they could wish for immortality then they could reach the Saiyans...after like thousands of years of training given how slow their increases are and how powerful Goku is now with SSJGSSJ.

Saiyans and warrior-type Namekians are naturally much stronger than Earthlings, and almost certainly grow in power faster too. They also have other natural advantages like healing boosts, transformations, and mergers. To make up for it, the Earthlings would have to undergo massively extreme training, but they're likewise at a disadvantage because it's unlikely their less naturally tough bodies could handle things like extreme gravity.

The Earthlings' best bets towards greater strength are "cheating" methods not exclusive to race, like the potential-unlocking power-ups. Kuririn got just one of those (and not even the best one out there) and it rocketed him so far ahead of the other Earthlings that none of them save for Oob (who also "cheated" in his own way) ever surpassed him.

Do you mean could humans in the DBU ever reach the power of the high-tier characters like the Saiyajins, or could humans IRL ever reach the power of DBZ characters?

You mean like the base power of all humanity being Yajirobe's level at the least? If Groundbreaking Science is in fact the book Gohan will write one day, then yes eventually.

When I was younger I would just say no. Saiyans seem to have no limits and Humans do, but the main humans in Dragonball at the very least surpass some crazy limits in their own rights! They are just constantly 1-3 steps behind Goku that its hard to gauge what entirely human limit/capacity is. But I think at the very least its clear Dragon World humans are far above normal humans in our world in terms of capabilities and power potential.

Let's say Tenshinhan and Krillin were to say gain immortality and train with masters like Kaoishin for years, if they got a chance at the Gravity machine in slower pace than Goku (since they don't get Zenkai's), how long would it take for them to get to 100 times gravity? is it possible we really don't know. Most of the humans simply aren't given the opportunity and are left far behind by the time you get to Namek. It's hard to gauge what their later potential is since they're not given time to catch up. If they all grew to 3rd Form Freeza tier, they would still be seen as useless throughout the Android threat, same goes for if they got beyond Freeza's power by the Buu era, it still wouldn't make a difference at that slow level of progress. I think a theoretical Kaio-ken using, trained with the Kaoshin' and have access to a gravity machine could potentially get pretty tough...but how tough is anyone's guess. Not strong enough to be our aliens at their absolute peaks, but perhaps strong as Freeza 100%?

TL;DR version "no because its never shown in the manga" but I think with some of the evidence laid early in the series, I wouldn't have a hard time swallowing it and would love to see Krillin or Ten reach a new level in power.
