Naw, Imamura isn't a good director (and has apparently gotten worse over the years), Shida rarely puts himself into his storyboards and Yashima Yoshitaka tends to only do solo episodes. Regarding the animation supervisors: the magazines usually list only one, but that's not always the case.
Episode 13 was announced as a Yukihiro Kitano episode, but it ended up being Kitano/Yamamuro Tadayoshi. Wouldn't be surprised if 19 is the same.
Shimanuki made episode 12, hopefully he can pull off a better effort now, being the franchise veteran that he is.
Oka Tatsuya is returning from episode 6, which was handled by a team of three..maybe he's not doing it by himself again.
Oh, and Yashima's turn is coming a bit later in the rotation this time.

Yamamuro working with Kitano again makes sense given that this is kind of the first episode of the Fukkatsu no F arc...sort of. Yamamuro might want to exert his control on the TV version, too.

It might not be impossible. Scripts tend to be the one thing that are usually written pretty far in advance. Precure looks good because it's figuratively made with love by many highly skilled people.
Super's biggest dilemma imo is there just isn't enough time for stuff to get done as good as it could. Time and talent.

Digimon Adventure tri. is mostly sub-contracted to folks outside of Toei Animation. PreCure is made by talented staff who also happen to be big fans of PreCure and animation in general. Dragon Ball Super is made on the quick with bad sub-contracting studios, few good animators and a bad chief animation supervisor and character designer who designs ugly shit.
