Bare minimum? 1.5x, though I'd be more comfortable with 1.66x+

Goten & Trunks' power combined was able to pressure Piccolo when they went full, but there is no telling about their individual performance against him.

I think at least Super Saiyan Goku could defeat Cell, given that Super Saiyan Gohan can fight evenly someone who is equal to Cell in battle power and Goku is stronger than Gohan in the same forms.

At most, I have Broly's peak power (Movie 10) at a bit stronger than SSJ2 Goku during Buu arc. Broly in his debut movie (Movie 8 ) caps at a bit stronger than Perfect Cell IMO.

Game intros also have Namek Final Form Freeza beating SSJ2 Vegeta. Doesn't mean much. Heck, in the same intro featured with Broly and Gogeta, Meta Cooler takes down SSJ Adult Gohan. The villians just got a helping of HAX for dinner is all.

I mean...yeah, Broly is surpassed by tired FPSSJ Goku plus the last dregs of power from his half-dead friends. No way he's SSJ2 tier in his first movie.

In his second movie, he gets beaten by the combined power of three (or maybe two? To what extent was Goku actually there?) SSJ1's. So still not that far above 'em.

Why not? Piccolo is stated to have continued to train while Gohan don't.

That can also have a second interpretation:

Piccolo says that the boys were the Earth's last hope, because they're Saiyans, he knows their potential and also knows what 1 day in RoSaT would make with them. Not necesarily saying that they're stronger than him at the time, but they can be.
