That doesn't sound like Kikuchi's work for Dragon Ball, but apparently this is an instrumental, so there must be one with lyrics, like one of those insert songs.

The cue in question is a piece of stock music called "Boogaloo", by Sammy Burdson and Jean-Claude Madonne.

Anyways the answer to your question @Kikuchi>Mozart is, that the track is found in episode 14, when Goku walks in on Kame-sennin watching women exercising on tv.
That video you originally posted made me think it was found in an episode where he's dressed as Jackie Chun.

i was convinced that this music was broadcast when Kame Sennin is perverse in front of his TV Thank you, now i know, episode 14 when Goku arrive in Kame House.
