Well, how other sites choose to run their forums is their business. Sites like Anime News Network don't allow fansub discussion on their forums either, so it's not just us.
But there's also the fact that HJU is a tokusatsu site, and the toku fandom is really niche outside of Japan. Whereas Dragon Ball was/is a successful brand all over the world. Outside of Power Rangers style adaptations, Ninninger and Ghost have zero chance of ever airing on US TV, and may never get licensed in English at all. But Dragon Ball Super certainly will get licensed sooner or later, and will probably have a TV deal too. So Toei probably doesn't care what overseas toku fans do (although Tsuburaya might), but Dragon Ball is another story.
There is a difference between talking about things like the Dragon Ball Super manga in V-Jump (even leaks of it) and talking about where to and how to acquire episodes of the TV series.
The former is something that anyone in the world can legally purchase and essentially have on release date (if not earlier) with the right shipping choice. The latter is something that only people in Japan paying a cable bill have the legal right to consume.
If you do not / cannot understand the distinction there, please refrain from putting in your two cents on the matter. That's harsh, but it's the reality. You're doing this very website a disservice by doing so, you're opening yourself (and us) up to problems that I guarantee you don't want to have (and have happened in the past), and as also mentioned, you're just making things more obvious for what you clearly should want to keep as under wraps as possible. This should all be very common sense, and I'm flabbergasted that it's not for some of you.

I wonder after the Super Dragon Balls are used if Dende resolves to deactivate the Dragon Balls similar to DBO? It won't surprise me if Elder Kai ends up forcing Dende to deactivate the ones on Earth and have Namek deactivate their set to avoid other villains trying to get their hands on them.

True, but Toku is not that niche. Godzilla is toku and Godzilla has been proven to be a successful brand name overseas. Super Sentai are getting released in English subs in the US. So the recent Sentai shows could be put out on DVD in the US if they keep on selling well.

Kaioshin is way weaker than Goku though, so that wouldn't make sense.

Either it's Zuno or Zuno will reveal damaging info about Champa's real plan, while Goku and co. are fighting in the tournament.
If it was going to be any Kaioshin, South Kaioshin and Great Kaioshin are the only ones that make sense, but they should both be part of Mr. Buu, so it can't be them either.
..Unless they won't to give Buu a power up, so he can properly draw out their power in his fat form.

I can't see this happening. Champa looks like he has evil intentions, reviving himself doesn't sound evil, I also think Beerus and Whis would have noticed if he was dead.

I think Zuno will be somewhat ditzy and light-headed like Oracle Fish, the sort of all knowing entity with a great reputation, but a flimsy and forgetful demeanor - sort of analogous to Toriyama himself.
I think it's a recurring theme for Toriyama that, the more grandiose the title or reputation of the character, the bigger goofball he or she really transpires to be. It's not always the case, of course, Freeza was a pretty sadistic example of galactic conqueror, and Kaioshin and Kibito were pretty dutiful Gods - but from Kami to Kaio and the Ginyu Force to the Galactic Patrol, there's a history supposedly high ranking or important people who turn out to be pretty zany.
But that's just my theory.
