Was the Pendulum Room used in the manga?
I remember something along the lines of Goku learning from Master Mutaito about Ki, by displacing himself in time through the pendulum, which should be the same as the one Yamcha, Tenshinhan, Chiaotzu and Krillin went through before the Saiyans' arrival. I thought it was a nice concept, and would like to see it developed once more, by having characters peek into the future instead of the past.

No, the Pendulum Room is filler, as is most all of the scenes in the anime of the training that Goku (and later Kuririn, Tenshinhan, and the others) undergo with Popo and Kami. We're shown nothing of Goku's training with them after Kami formally comments he'll train Goku (though we're told much later on, during the Cell Saga, that he had spent less than a month in the Room of Spirit and Time during this training), and we're shown maybe one or two panels of Kuririn and the others training, which simply involved sparring with one another.

Would it fit, at least? Despite it being this "filler" thing, the Lookout needs to be the mystical place that people talk about, because the Room of Spirit and Time was dealt with too much "hard science" (exposition about the inner workings of gravity and time in that place), when it was clear that Goku and his friends were in dire need of catching up to Cell. Even time travel suffered from the same thing, as a means to raise the stakes, although in the least mystical way possible.
