Did Saiyans start out as weak as humans?
Did Saiyans start out as weak as humans? Is training the reason why they are stronger now because of there unique ability to get stronger through training?

Training evidently wasn't a thing with Saiyan's since King Vegeta only had a PL of 10 000 and he was considered the strongest one at the time. Personally, the whole "Saiyan's are the greatest fighters in the universe!" thing is Raditz and Vegeta over-hyping their own species and not to be taken seriously.
When someone tells you, "Don't present your opinion as fact," what they're actually saying is, "Don't present your opinion with any conviction. Because I don't like your opinion, and I want to be able to dismiss it as easily as possible." Don't fall for it.

Seeing as Planet Vegeta's gravity is 10x they would always be stronger than humans

Well, if you want to take GT guidebook information into account, they were Ozaru that evolved into their current human form and their tails allow them to return to what they once were.
