Was it ever stated in the manga that only warriors keep their bodies after death or is that an anime only thing?

When Veggie asked if he'll meet Kakarotto in OtherWorld after he dies to Piccolo, the Namekian said no. Not only he'll not have a body, but considering millions of people Veggie has slaughtered in his lifetime, his memories would be erased & his soul would be given a new life

Which more than affirms OtherWorld's body retaining possibilities & the whole Anoyoichi Budoukai's relevance.

Guess AT must've caught some memories of Anime-only materials as he drew the manga at this portion in da series

Why?
He already had Goku state at the end of the Cell Games, that he got to keep his body due to all the good things he's done, already there implying that evil people don't get bodies.

Going by what we seen in ROF, it seems like that spirits of evil are trap up in a cocoon now while their souls are being clean. If Vegeta did not keep his body then he would likely been trap in a cocoon being tortured.
