I subscribe to Cynopsis (A site for news on all things TV)And Kidscreen And I read this:
Toei Animation launched distribution of the remastered versions of the studio’s animated series Dragon Ball Z and Saint Seiya in Latin America, with both Ecuador and Nicaragua snapping up the newly remastered Dragon Ball Z and Nicaragua licensing Saint Seiya.
L.A.-based Toei Animation has licensed the newly remastered versions of the studio’s hit animated series Dragon Ball Z and Saint Seiya to broadcasters in Ecuador and Nicaragua.
Dragon Ball Z has been snapped up by Ecuador’s Corporacion Ecuatoriana de TV.S.A., while Nicaragua’s Televisora Nicaraguense S.A. Canal 8 has also acquired the series, along with 114 episodes of Saint Seiya.
Toei Inc., which is responsible for the program licensing of Toei-produced series in North America, Latin America, South Africa, Australia and New Zealand, is currently shopping the remastered series to international broadcasters at NATPE in Miami.
The sales come in advance of the upcoming debut of Toei’s first all-new Dragon Ball series in nearly two decades, Dragon Ball Super (pictured), which will launch exclusively across India and Southeast Asia on Turner’s Toonami in the middle of this year.

I know it could be Kai, but there's also Saint Seiya which doesnt have a "Kai" version so to speak.

The possible worst-case scenario:
Saint Seiya was released on Blu-ray with poor upscaled & DNRed footage under the name of "the HD remaster edition," so it's what they're getting. The "new remaster" of DBZ is also an upscaled version, which is going to be released on Blu-ray just like Saint Seiya and Toei will never re-transfer the old series in HD forever.

Another possibility is that Toei thought FUNi did a good enough job on the season sets and made a deal to sell those internationally... The interesting part here, is that I heard talk about (not official) that DBZ would be released on Blu Ray in France, as well.

Japan is release Dragon Ball Z on bluray? I'm thinking it might be FUNi's masters used on the Bluray sets. It be funny tho if it's just the raw scans used for kai. That would be pretty cool.

Jeez. Japan doesn't even have DBZ on Blu-ray but they've remastered it for a Latin American release?
If they're 4:3 and don't look like total garbage, I wouldn't mind importing them. I wonder what kind of pricing we'd see. Also, would it be released in large sets or would we be seeing the Japanese system of paying like $35 for four or five episodes?
It's definitely something to keep an eye on. I doubt that Toei put a ton of care into it, but when the Orange Bricks are what's considered to be superior quality among US fans, I'm not holding my breath that FUNimation will make any efforts to win over some dude who likes the manga better, anyway.

Guys, I just re-read this:
L.A.-based Toei Animation has licensed the newly remastered versions of the studio’s hit animated series Dragon Ball Z and Saint Seiya to broadcasters in Ecuador and Nicaragua.
They write "newly remastered" - which, even though it's been years since now, could mean just the Dragon Boxes... It could also be a bad translation and be "the newest remastered versions".

I would just apply Occam's razor and assume: what Kei noted for Saint Seiya, and likely Kai for Dragon Ball Z (has that not aired in Ecuador yet?).

Remastered version of DBZ could mean two things: DB Kai, or an variation of what FUNimation did in the US (Level Sets and Season Sets). I'm curious to see what it turns to be..
Edit: Or maybe it's just a rewash of the old Cloverway footage.

First of all, I want to thank all the beautiful people that decided to post on this topic. Especially kei. I thought no one cared about Latin America lol.
And an interesting detail is that some voice actors are redubbing some lines. Most notably Salvador Najar as Garlic Jr. I REALLY hope they do get all the voice actors back if more episodes need to be redubbed.

Sorry if I correct you, but Garlic Jr. wasn't voiced by Salvador Najar, he was voiced by Salvador Delgado and about the remasters, I just hope they don't ruin the original latin spanish audio when they mix it with the video.

Are there any reliable sources? Anyway, redubbing Garlic Jr. means it's not Kai at least. I hope they'll redub all the lines referring to the name
Dr. Maki, too.

A mistake in the original dub where Doctor Gero was known as "Maki Gero". Yes, its an awful mistake.

I doubt it's an actual HD remaster, probably just an upscale job. Worse, depending on what they're working from, they might stupidly apply some heavy denoiser to get rid of the grain from both series. *sigh*
I'm not seeing any new news about it, everything I'm seeing is from about 5 days ago.

This is indeed what Toei would do based on their history. But i always have a tiny bit of hope until it's proven differently.

I don't think they bothered to pay extra money to scan the scenes that were not used in Kai. My guess is that they listed the specific shots they needed and scanned only the corresponding parts of the film masters. HD telecine costs a lot.

Oh I didn't realize they could do that! I thought the masters were the full episodes?
