I go with Holy Kaioshin Realms, OtherWorld & Kami-Sama's Temple
While ROSAT & Gravity Room provides superior training style, I feel fruits of long-term training are acheived only via "higher" level training grounds.
Open, vast landscapes provide ample of room for test & error. Ex: Goku despite being most gifted martial artist on Earth who has trained under almost every master & deity (Mr.Popo, Kami Sama, Kaio Sama, etc) it wasnt after his death in Android Arc did he unlocked states beyond Super Saiyan, further beyond the original Super Saiyan. In short, deemed imposible.
His 7 arduous years of OtherWorld training granted him to access powers superior to even his eon, Gohan (which he displayed at Cell Games), but broke the boindary & hit SSJ3. Pinnacle of SSJ form.
Likewise, Goku was easily the strongest Earth fighter post-Piccolo Daimou's death. Which is a ridiculous feat, considering Daimou's legendary status as ancient demon/evil.
Yet, he was a fly when compared to Mr.Popo's "basic" teachings as faster than speed of lightning, using minimal moves, general conception of chi, suppression & utilization of chi & bukujutsu. All these things were "new" which owes to Kami-Sama's palace that serves as mysterious & ideal training ground.

The ROSAT has always been the been the best training setting, as you can great results in very efficient time. But it's a bit of double-edged sword because if you spend too much in there it can be detrimental to your physique.

I consider it cheating because how good it is. And now that was upgraded in Super, it just became overkill.

Design wise.I'd say Kaioshin's planet is by far the best place even designed in the series.

Probably won't be a popular situation. But the island Goku and Kuriren trained on before the first tournament had some of the most beautiful art and moments in the series.
