This supposed "ultimate evolution" has me thinking, do you suppose Freeza's race of sturdy lizardmen have some sort of legendary form just like the Saiyan's revered SSJ/SSJG? It might explain why Freeza seemed so cautious with letting the Saiyan's receive any favorable position fearing supposed legends that they might achieve an ultimate evolution.
What do you think?

Freeza is like a god even in his race without training. He's the "legendary super frost demon"
But didn't he intentionally create golden form?

What's to say there isn't? Freeza's race has not been explored outside of him and his father, and if you count that Toriyama refers to Freeza and Cold as mutants with abnormally high battle power and cruelty they sound just like the Super Saiyan described in legend. Well, there's nothing to say there aren't, but of course nor is there anything saying there are legends about a 'Super lizard-mutant/ whatever Freeza's supposed to be called' either. If it's your head-canon, sure, knock yourself out, but I can definitely understand others- given the whole 'only a few generations of Freeza's race have been strong' (whether that means the rest have always been completely pacifistic or just comparatively weak is a moot point I guess) deal- believing that it's entirely possible the race never gave a thought to a legendary 'strong fighter'.
