He's using a different way of talking from a lot of the others on the show. It's like Southern talk vs city talk. It also much more formal (I.E the joke in BOG when he meets Beerus)

But here's my thought. While characters like Piccolo & Veggie curse, their "Chikusooo" is often short. Its as if an extension of their character saying just "Kso". Short & simple. No nonsense

While Goku stresses on it which makes it sound like "saarrrr"

Another example is Goku emphasizing his "Osu". I know its common knowledge at least among pro-Japanese speakers about Goku using the word often.

But I myself have watched many characters from different shows (shounen, seinen, shoujo) but no one. And I mean NO ONE uses, or shall I say emphasize the "Osu" part with so much enthusiasm & genki (as Goku would put it)

Goku drops many particles (which is typical of what is viewed as an uneducated dialect or attempts to affect one), replaces nearly all "oi" and "ai" endings with an elongated "e," (though there are some other vowel slurs, such as "ore" becoming "ora") and basically never uses polite verb conjugations (keigo). (To the extent that when he's pressured to speak politely in Battle of Gods, he does crazy shit like append conjugated sentence endings with unnecessary uses of "desu" because he thinks it's extra polite; the fact that he's not only clumsily attempting polite speech that scene, but also being grammatically incorrect, is something I haven't seen any translations fully capture.)

That's in addition to a vocabulary that often chooses more informal words where alternatives exist.

Japanese is a pitch-accent language, not a stress-accent language like English. That has to be kept in mind when having these sorts of discussions. So, you're asking the wrong question specifically, but generally there is a point to be made on the pitch/prosody aspect, which is what I'm guessing you intended to ask. Gokū's accent, as people have said in the past, is through much of the manga merely informal and uneducated, rather than specifically regional in speech. It's Nozawa who gives him more of a Tōhoku flavour for much of the time. Tōhoku dialect may sound a little slurred or unclear to a Tōkyō speaker, with high- and low-pitches on each mora (syllable, if you will) differing from Tōkyō-dialect and other dialects. This, combined with the more Tōkyō-region almost yankii (delinquent) eliding of the あい and おい morae blends into えぇ is what completes the package of Gokū's speaking style. That, and his good-natured naïveté. It is easy for this nuance to be lost when adapting Gokū's character into other languages, whether through subtitles or dubbing.
