So the Japanese government is aiming to try to make it a little easier for foreigners to come and work on animation in Japan.
Probably too late to help Super (unless it runs for several years continuously), of course, but maybe future animated DB productions will be able to benefit from this (if it passes)?

I doubt we'll see it affect much. Koreans and other southeast Asians will probably come over but that still means that they will need to learn Japanese, which in addition to the ten hour days they'll spend working on cartoons for 200-300 yen a tween, won't exactly make it easy on them. The whole plan sounds like a terrible way to spend tax payer money, too. If you have money to giving to fucking art industries of all things just give it back to the tax payers.

What he should've said is " The criticism we've received is being taken into account and we're doing out best to address them"The criticism we've received has been way too overblown.
But no, in their little bubble they think they're doing a good job and we who got this franchise to where it is don't know what we're talking about.
No one would be doing that if said sequences weren't the most important parts of the show.Someone put a few video sequences that looked bad onto the Internet, and people focused on them when talking about an entire series.
A few ? do they really think that the majority of this show is well put together ?You can not criticize an entire product by only looking at a few sequences.
I asked this earlier and I'll ask it again, why in any company's right mind would they put newbies on a multi-million franchise ?The animators responsible for those scenes are newbies who just started working at this level in the industry
This interview has killed what little hope there was for this show's production to improve cause not only do they not care about it, they think they're doing a good job.
How do the quality control staff watch something like ep5 and say "good job everyone" ? who am I kidding, they don't have quality control.
July 9th 2018 will be remembered as the day Broly became canon.

You're taking comments from people with little involvement in the series as a whole to heart. Toei clearly do know something's wrong, considering they're been throwing multiple supervisors at episodes, alongside adding an additional series director.
These types of reactions are what they're referring to. Show some compassion. The animators are well aware that the work they've being forced to put out isn't great. There's steps in place to fix it.

These reactions are going to get worse if they don't improve the show's quality and rightfully so, we're in new material written by the original author so we expect them to put in some effort.
I did during it's early stage but we're 33 episodes in so there's really no way to justify this.
Again, we're 33 episodes in and there has been little to no changes since it started so these steps are taking too long to get implemented.

These are all things that could have been avoided if they had taken their time and planned this out, but they chose not to. I'd much rather no show than a bad show, personally.
(By "they" I do not mean the director or the animators. I'm talking about those in charge of designating these time tables and the staff.)

I would blame Morishita first and foremost is we had to blame anyone. He is Toei Animation chairman (or was it vice president?) and has a long history with the franchise. That a replacement for Kai had not been securedbefore hand hurt the series. I have to wonder if Super was created merely because Morishita knew he would have an excuse to remake itat a film later?

The other day I was zapping and I caught a new Pokemon episode airing on TV. I actually got surprised how the animation come a long away since Kanto League. Especially when Pokemon has been airing non-stop all these years.
But always improving, it's how things should always be. Time passes, technology gets better and the standard quality rises.
Who would ever thought that the Legendary Dragon Ball would be treated like this in this era?! I just rewatched My Hero Academia trailer and I already sense another win for BONES.
While Toei, the oldest company in the industry, can't even plan things right.
They should know Buu Kai arc wouldn't last forever and plan beforehand the next show, in order to not lose the timeslot. Super debut after Kai was the best scenario, but seems like this series was a last hour decision. Maybe Toriyama didn't feel like writting a new arc so soon after ROF Movie and that delayed everything. But it's Toei fault for not have any other anime prepared to debut beforehand.
Also, I don't like the idea of using Super as a training ground for newbie animators. Use other series. Dragon Ball, their biggest worlwide cow, should look perfect.
Instead of being a guinea pig.
Other thing I don't like it's how they are rushing everything since ROF. They should give time to Toriyama to write the plot and instead, feels like they want to end Super as soon as possible.
I can't understand their logic, but maybe that's because there's none.

Isn't it likely Toei was forced by sponsors to jump into working on Super? In that case, it would make more sense to blame Fuji TV and Bandai for the rushed production schedule. If they said "jump," I imagine Toei would have to ask "how far?" Or could Toei have negotiated for more time if its higher-ups wanted to? How much clout did Toei have when making decisions about the show's schedule?

Depends on how far in advance Fuji and Toei decided on what would replace Kai. After that it is up to Toei to get their affairs in order so that there would be a show to air. Of course, if you are Shueisha or Fuji TV you should probably care to know what condition the studio you are working with is in before hand.

There's not only Bandai (the head sponsor) and Fuji, Shueisha also owns Dragon Ball - in fact, it's the major owner of the franchise. Toei couldn't decide for a new series by themselves, which is a common misconception.
