How am I giving him too little credit? Everything you described is very basic plot information that would be covered by a "thick plot". In other words, he most likely wrote a lengthy summary with little to no dialogue (or we'd be diving into script territory). BTW, you didn't mention Bleach - most likely the current arc will be its end so it can also count as "coming to an end" (though, knowing Kubo, quite a prolonged one).

I wouldn't have counted Bleach either. It's the final arc, but who knows how long said arc will be.
As for Dragon Ball Super being a weekly series... While I would love that in theory, I honestly don't think Toyotaro is up for it. He's refining his craft with each chapter since he started officially with the Victory Mission series, but I really don't want to push him into that kind of schedule because his art will likely suffer. You could see it in Victory Mission when the chapters started getting larger page counts.
