Because he's popular (for reasons I can't fathom). It's a shame to because he hasn't been interesting since Namek. His quote on quote rivalry with Goku is boring to.

Well, he only "fought" weakened Freeza, before Freeza killed him and then Goku saved him, so i wouldn't say that he gets all the spotlight.

I obviously have no basis for this, but I think Vegeta has grown on Toriyama. It has been known for a while that he disliked the character, but I think he's grown on him over the years. That and maybe he's acknowledging the fact that Vegeta is extremely popular among fans.

You could also look at it purely from a character progression standpoint. When he fought Freeza originally, he stood no chance. Versus the Androids and Cell, he put up a fight initially (Android 19, Semi-Perfect Cell) but ultimately failed. I think the turning point was when he fought Boo. He made a conscious decision to fight for someone other than himself and *almost* won. Now that he has overcome that challenge and has the necessary power, he can match up to Goku and anyone they come across.
