Jacob covered the first part, though Piccolo should be a Namekian since he rejoined God.

Piccolo isn't a namekian, what? How does that make any sense? I just got done watching Kai Freeza arc and Piccolo seems pretty proud of his heritage once he discovers it. Why would he go against that?
That thing about Piccolo being a little different, I feel there is definitely something more to the Namekians that might get revealed that would be cool.

Piccolo is clearly inferior and fight at a certain distance until frost is dead, sadly Piccolo is rapidly exhausted.
Goku imply that Frost is much weaker than frieza, so he can't be on the God scale, potentially under "final form frieza".

I put frost at stronger than final form freeza from rof and way below golden freeza.
Reason is because his assault form gave base goku trouble and his final form is even stronger.
Still even with that, final form freeza, base goku, frost and piccolo are very low on the 1-10 scale.
Id say, base goku 0.3/ssj 1/ssj blue 8.5(or 9)
assault form frost 0.25/ final form 0.5
Piccolo 0.4
Basically i place them apart from ssj goku at raging ssj2 vegeta's level.
Anyways seems the order of the fights is probably in the order of how powerful the uni6 members r.

Actually, if we don't have anyone other than goku or Vegeta doing something relevant soon I might entirely drop the series. Say what you want about DB and DBZ, but they gave most characters stuff to do. There are a few flops such as building up Gohan just so he could be absorbed, but overall most characters were at least somewhat relevant. Super on the other hand isn't even trying to make anyone but Goku and Vegeta relevant. Those two were already way ahead of everyone else, but then they decide to give them a major boost with god ki. No other characters have seemed to get any major gains at all. Then there's the parts where it seems they are actively avoiding giving other characters relevancy. Then they tease us with Buu and Piccolo coming to the tournament, but disqualify and forget about Buu and then make Piccolo lose in a pretty humiliating fashion. You can argue that Piccolo blocking the punches Frost was throwing would be adequate evidence, but I doubt it's concrete enough to warrant Goku's praise.
Whether Goku says this or not which I doubt, it really wouldn't change anything. It sounds like you're looking for validation and reassurance to your favorite character. Believe me, I'm a massive Piccolo fan, arguably the biggest one aside from you and a couple others, (I have the biggest Piccolo page on Facebook), but I think we harped on the same things about Big Green for weeks now. It's not going to change anything. It's not going to change the outcome of the series. As much as I want Piccolo to succeed, there's nothing you nor me could do about it when he loses.

This show is seriously pissing me off, but I'm having trouble dropping it because well... It's Dragon Ball. I basically feel obligated to watch it.

alakazam did not say Frost is exhausted after the fight with Goku. If base Goku is on the God scale then so are Frost and Piccolo. Piccolo and Frost have to be similar as Frost can't beat Piccolo and I know many of you will not agree with this.

They are not similar. Piccolo admitted he can't beat Frost, he was avoiding close combat and his stamina was decreasing faster. Frost cheated because the match was taking too long to finish.

* Frost being stronger than Namek Freeza (Frost > Piccolo > Imperfect Cell > Freeza) but weaker than ROF's Freeza. ✓
* Goku's Super Saiyan being not that impressive. ✓
And now, we only need to wait a whole 'nother month for the upcoming "Goku and Vegeta were not using their God power/ki at all", and/or "Goku and Vegeta are not that much stronger than their Dragon Ball (Z) selves if they don't go Super Saiyan Blue".

Piccolo blocked the last puch from Frost with ease. Vegeta and Goku were skocked when he lost. In both the Manga and Anime the words spoken contradict the actual fight scenes.
