Toyotaro has been putting his own spin on things before Super. If you look at the promotional mange for Resurrection 'F' it has more than few differences between it and the movie. Although i doubt we'd ever see a Toyotaro character making any major appearance like that. The interviewer (and Toriyama) most likely were just being polite to him.

Toyotao didn't create Xicor. Xicor is a fan made character that has been in many AF fan fic since the early-mid 2000's. Since no one knows who the real creator is, he can't use Xicor officially. No, he was basicly saying "I planned on using white, but but it would clash with the next enemy, so maybe another time". He isn't "planning" to introduce it anytime soon. "I saved it for later" means he has plans to introduce it later down the line.
