If they are working on a new movie I really hope it doesn't result in more crazy dips in quality, I mean we've finally got to a pretty steady quality in terms of art and as far as animation goes we're starting to get some good stuff here and there again. Toei is (presumably) still knee-deep in production on One Piece Film: Gold at the moment. I can't imagine they'd be doing anything more than the most basic pre-production on a hypothetical new Dragon Ball film right now. Like just throwing around possible plot ideas and sketching rough character designs.
