Isn't it just the name of the city the Time Kaioshin and the time patrollers live in?

Toki-Toki is the bird that SKOT takes care of and the namesake of Toki-Toki City.

He has powers to create time, which is then stored into scrolls. Utilizing said scrolls grants the wielder to go back the time that is documented on the scroll, even if it's a timeline separate from the main timeline. (i.e. GT, Broly, etc...)

Toki-Toki's time powers are the reason why the Time Breakers and Demigra want to steal him.

But seriously, I have no clue. He's just some magic time bird that exists for some reason. I dunno.

My theory is that he's essential the source of or the embodiment of all time in Universe 7. Some how this thing gained sentences and became TokiToki.

Seriously, yeah I feel it was a little abrupt and poorly explained. Not even to the point of interpretation neither.
However, with the hints of a "white haired enemy" (maybe Towa and Mira) and "future-based return" (Trunks), we are going to get a saga loosely based on Xenoverse. Of course, this is just a theory, but maybe we will get more on TokiToki.
