Like I said, from what we know so far. He only said he expands on Toriyama's draft, so assuming that he makes omissions is baseless, while assuming that he doesn't isn't baseless, but they haven't gotten very deep in this so far so there may be more than we know.
And yet, Toyotaro made that drawing for the first volume. Indication that he skipped it?
Or he just liked the scene in the anime and decided to make a drawing about this because these extras are just fun drawings.
We can't be sure if the content with Vegeta going after Whis, for instance, didn't come from Toriyama until someone from the inside is very clear about that.
I never said that the slice-of-life episodes pre & post Champa arc definitely aren't from Toriyama, but if they don't make it to the manga, they most likely aren't based on what we know so far.

You're free to take that viewpoint if you want, but officially there is no filler.

Toriyama's "draft" is the basis for both the anime and the manga, but is not super detailed. It is a guideline. No matter how much I like the manga over the anime, the anime is the intended main product. Toei generated content in this instance does not constitute "filler" so long as it furthers the plot points already established.

So has Arale appear anything else animated after 1997 and before Super? This may be the first time that we see her in anything anime related in almost 20 years.

There was a short movie based on the Dr. Mashirito and Abale-chan manga in 2007. Arale appears briefly.

You are talking as if "filler" is a bad thing or something. Even though many people use it to describe something that it non-canon or bad, that's not what it actually means. (Right?)

Since Toei (or Toyotaro in the manga) fill in the blanks with their own stories for whatever reasons, doesn't that make them filler?

I have 3 guesses for 45:

-Vegeta has Mr. Popo make a fake Vegeta for him to train against like Gokû had in that one filler DB ep.

-Bulma makes a fake Vegeta because the real one is spending all his time with Gokû.

-Copy-Vegeta is Uni 6 Vegeta and the characters are calling him that until they ask him who he is.

Toshio is writing #42, which makes sense since I think the slice of life stuff doesn't start again till 43. Toshio's the other main action writer of the 4 besides King Ryu.

yep thats it :). #40 is the seal of the kaioken thing and #41 is someone entering the ring.

We had that one as well. I pointed out that they mistook Champa as being from Universe 7.
