Has anyone played a WC3 DBZ custom map?

It goes by the name of DBZ Tribute Elite, and I was wondering if there is any framework similar to Warcraft 3 that allows you to create some kind of MOBA, by modding and creating content for it. In this day and age, it's useless to try and reach a new audience through Warcraft 3, and DotA 2 seems a bit limited compared to the former, since its scope is smaller than what I want to accomplish with a Dragon Ball Z MOBA (multiple races). In any case, I'll leave the question here: is there any moddable game (through Steam or custom tools) that you would recommend? I don't want to make a fighter. Here's a video of DBZ Tribute Elite.
