Who was the one stronger than Goku that Beerus fought?

Beerus said Goku's the second strongest he's faced way back in BOG. Was Monaka the lie? or was the whole thing a lie? Perhaps Whis is the one he was referring too?

Champa, Whis, etc.

Its obvious Goku is the strongest fighter in Universe 7. Beerus was likely referring to other Gods.

Pretty sure the implication was Whis, it was just bent in Super. I think even Goku said he thought Beerus was talking about Whis. With the later responding that Whis is his master and doesn't count, something like that.

Beerus was probably lying. Whis and Champa are gods so they don't count

Whis is never mentioned as being a god. He's an attendant. He's Super Popo.

Fair enough.

That being said, Goku and Vegeta are no longer gods, but they still have the power of gods. :P

I guess it all comes down to what Beerus meant when he said 'fight'.

I mean, does he truly regard his brotherly scraps with Champa as being serious fights? I get the impression that even if multiple worlds were destroyed the crossfire, it doesn't really phase a God of Destruction.
