I don't really consider anything filler since it's not following a manga. I just don't like how some people dismiss some episodes as filler since there is no fighting in it.

People called scenes in Dragon Ball and Dragon Ball Z filler because it wasn't in the source material. Here the source material is Mr.Toriyama outline and notes. We don't know what those are. We do know Toyotarõ in the manga and the staff in the anime is allowed to fill gaps, add things and even remove stuff based on his last comments.
Now, they have permission from the author to do it.
Originally, Mr.Toriyama provided designs and ideas for filler material. It all depends on what one chooses to follow.
For example I prefer the manga, since it tries to be consistent at a degree I appreciate above the anime.

I suppose the Super manga would be closer to Toriyama's idea of a continuation simply because it does not include the non Toriyama mini arcs that the anime does.
That said the first chapter of the Super manga was very much similiar to the first episode of the anime so I'd say maybe Toriyama was involved with that.
However the second episode of the anime where Vegeta takes his family on vacation that was not part of the manga so maybe that was a Toei thing.
The mini arc were on now probably won't be in the manga either likely because it's not a part of Toriyama's plot.

Based on the personality of the man, that I gather from his interviews. He wouldn't care about any correct continuation, his ideas are there that would suffice. He would say to fans, to do what makes them happy.
If something really bothered him, he would come out and say it. "Cough* Evolution *cough*.
Now if there's inconsistencies, that's another discussion. I put moments/movies out of my "main timeline" because they would be contradictory. Even if I enjoy them and would like them to be there.
Like you said the episodes that are "filler" or "Toei only content", should be those that have no mirror in the manga. Since the manga doesn't have time to dwell, it' doesn't have any unique plots, with the exceptions of the Kibito Kai's separation storyline and that Freeza spaceship being destroyed by Champa.
