I know they aren't "lost episodes" but rather safety videos. Still, how come they weren't on any Dragonball DVDs?

They were on the Dragonboxes.

I seen the first one, it was pretty funny, I guess Master Roshi really need the money to become firemen. The second one I will watch later.
