Anyway: Does anybody have the japanese chapter where Freeza says what his PL is in his second form. Everyone says it's 1 mil, so I took it for true since in his first form he said his PL was 530,000. However, the french version of the manga wrote his second form as saying "My power level is at least 100,000!" I assume this is a typo, but started thinking about it more and more lately.
If it IS written as 100,000, maybe Freeza meant that 530,000 was his total PL at his max in form 4. I'll continue this frame of thought once I receive info as to whether or not it was a typo.

100,000 is slightly less than Captain Ginyu's power level, I believe. At that point in the story, I doubt Piccolo or Vegeta would have been overly scared by that amount of power.

It's actually more of a reference to the fact that it seems unlikely Freeza's second form was actually weaker than one of his stooges.

But anyway, I seriously doubt Frieza was under the million mark in his second form.

Was Freeza's second form the one that had a striking resemblance to King Kold? If so, even Piccolo, the strongest Z fighter at the time, had a pretty hard time dealing with him.

In the Japanese manga, Freeza in his second form describes his Battle Power as hyakuman ijou, or, "over a million".
