Heroes isn't part of any canon, it has it's own and does whatever it wants in it.

As far as I know, Genome (Cell-type Hero) was a villain in the manga before it got replaced with DB Super's. Froze I think was evil at first but got redeemed.

Really the only form of plot that's stable is the manga, which takes place after GT but somehow manages to incorporate all the movie material as of late as well as the filler stuff. Thankfully this is done inside their game systems and not within reality itself.
