On a more serious note, speaking as a guy who generally doesn't like Goku, I think the fundamental difference between them is how they go about challenging someone. Cell is the guy who'll torture a 9 (10?) year old kid and all his friends just to get him to fight for real. Goku's just gonna pester you and probably try to pimp out Bulma to get what he wants.
They're both amoral as hell but Goku's never going to torture or threaten say Monaka's loved ones and family just to get him to fight.
